PNP RECORDED 3 BIG-TIME ROBBERIES DURING MARCH
The month of March is regularly considered as fire prevention month due to summer season, but this year March could also be called as “robbery prevention month” after local police recorded 3 big-time robberies happened in the province.
To recall, early morning of March 19, 3 unidentified suspects armed with handgun robbed LBC Calamba branch carted away P 20,000.00 and two units of cell phones.
Just four days later after the incident in Calamba, in Ozamiz a robbery happened this time robbers had taken P 4.5 M.
Police investigation revealed certain Antonio Quinto, finance officer of 3 W Builders Construction Company together with two colleagues withdrawn the amount from Land Bank of the Phillippines - Ozamiz Branch and to be transferred to Bangko de Oro (BDO) Ozamiz Branch, but around 10 meters away before the vehicle of the victims reached BDO their vehicle was blocked by two unidentified armed with caliber .45 pistol declaring “tulis”.
And lately last March 31,Holy Wednesday, a ten-wheeler cargo truck bearing plate no. GSA 526 from Bais City loaded with 450 sacks of refined sugar commonly called as asukar was robbed or taken by unidentified suspects in Sapang Dalaga.
According to the joint account of Armando Suligan driver and truck-man Andrelo Rodriguez, they were heading to Ozamiz City where their cargo to be delivered but upon reaching in Sitio Pasil, Brgy. Bitibot, Sapang Dalaga four unidentified suspects one of which was wearing police uniform pretending manning a checkpoint stopped the truck and immediately take-over the control of the truck heading to unknown direction.
The victims reported to Sapang Dalaga Police Station three days after the incidence because they were blindfolded by the suspects and detained separately.
Suligan was freed in one of the barangay in Pagadian while Rodriguez in Tudela.
The cargo truck when this report is written is not yet located.
Police investigators have not yet indentified suspects for three incidents.

LBC Calamba branch robbed

Another branch of Luzon Brokerage Corporation (LBC) was robbed Friday morning, March 19.
Around 9:30 am LBC Calamba branch robbed by three unidentified suspects armed with handguns and carted away 20,000 pesos cash and two units of cellphones.
Police investigation revealed two suspects entered the establishment and immediately declared “tulis” pointing their guns to Rovelyn Awa, customer associate of LBC who was alone during the incident while another suspect served as look out and driver of a single motor used by the robbers in their escaped going to Plaridel.
Police investigator said Awa was not able to call their office immediately after the incident instead she called first their branch in Oroquieta because she was still in trauma and panic.
“Wa man siya ka tawag namu kay gikuyawan paman siya,” the investigator said.
“Ayha na gani nakahibalo ang tapad nilang mga tindahan nga gitulis ang LBC pag-abot na namu,” he added.
“Kung nakatawag pa siya dayon posibli nga among madakpan kay gamay gud nga motor ilang gisakyan unya tulo sila hinay gyod ang dagan,” a police officer quipped.
Authorities also found out the business establishment was easy target by criminal elements since it has no security personnel guarding their office wherein fact their business involved cash transactions.
With the incident, authorities reminded business sector to put some security measures on their businesses like employing security guards or using security alarms and cameras to ensure safety on their establishment and clients.

MINDA POWER COOPS APPEAL ARROYO TO ACT ON POWER CRISIS

Power shortage in Mindanao has been becoming more worse, surging 358 megawatts according to National Grid Corporation of the Philippines while its effects has been felt by several stakeholders experiencing power interruption running up to 16 hours daily.
The supply is constantly decreasing due to low water levels at reservoirs in Agus and Pulangi hydropower plants as a result of the dry spell.
Agus 1 was generating only 25 MW; Agus 2, 60 MW; Agus 4, 75 MW; Agus 5, 30 MW; Agus 6, 100 MW; Agus 7, 25 MW; and Pulangi, 126 MW a total capacity of 441 MW or just 45 percent of its total rated capacity of 982 MW.
This worsening scenario pushes electric cooperatives in Mindanao through the Association of Mindanao Rural Electric Cooperatives Incorporated (AMRECO) to pass a letter of appeal to President Gloria Macapagal Arroyo urging her administration to address the power crisis in the island by utilizing whatever power bestowed on Her under the constitution.
“Through the intervention of the President this would unify efforts and give focus on the problem, thus cutting on unnecessary bureaucratic delays,” the letter put.
In their letter obtained by this paper, AMRECO firstly asked Arroyo to order Department of Energy and other power concerned agencies to immediately utilize power barges generating a total capacity of 242 Megawatts to temporarily address the shortage.
However, according to Jesus Alcordo, president of Global Business Power Corp, the four untapped power barges in Navotas that could supply a total of 242 MW were remain unused because they were subject to litigation between the owners and the banks.
This short term solution however, could turn out to be costly for the government.
“Order the National Power Corporation to act on their commitment to immediately run the Diesel Plant in Iligan City with a capacity of 35 MW,” AMRECO additionally appealed.
The Power Plant has resumed its operation March 1 after forced to shut down for failing to pay taxes to the local government.
AMRECO also appealed to Arroyo act on the long impending need of repair of several generating facilities in Mindanao.
“Make available subsidies or calamity funds to be used in the operation of the available power sources together with those operated by Independent Power Producer which would result in adequate and affordable power in Mindanao,” the letter added.
AMRECO also wants Arroyo to urge the Joint Congressional Power Commission and other concerned agencies of the government to seek long-term solutions to the energy problem in the island.
If the crisis lasted longer, AMRECO foresees industries and business establishments would start lay off employees having difficulty in coping up with their high cost of production and operation using generators, or totally shut down.
“ Economic instability in the island is definitely an economic problem of the country in general,” AMRECO said.

Sapang Dalaga councilor’s house raided; 3 handguns, 1 granade found
Around 2:00 o’clock dawn of February 17, Wednesday, operatives of Intelligence Section of Misamis Occidental Police Provincial Command, Regional Mobile Group and Sapang Dalaga Police Station are already moving to serve a search warrant to a house own by a Municipal Councilor of Sapang Dalaga located in Purok 3, Brgy Caluya.
Acting judge Bernadette Encinareal of Regional Trial Court Branch 36 in Calamba issued the warrant against the house of Joel “Tiwi” Garcia Daque on the ground that there is “good and sufficient reason to believe” that the subject is possessing firearms without license.
Around 6:00 o’clock witnessed by two barangay officials started the search.
Searching officers first discovered a Smith & Wesson super .38 caliber with ammunitions inside the store.
A grenade was also found in the clothes cabinet of the suspect.
Two other firearms, 9 mm pistol and .38 caliber were found hidden at the back of the fireplace (abuhan).
Provincial Police Director Senior Superintendent Robert Quenery said they applied for a search warrants after validating several reports and complaints from residents of Sapang Dalaga.
“Yung bahay niya parang ginagamit na lalagyan ng mga armas,” Quenery said.
“Based on those information we developed the case and apllied for a search warant,” he added.
“Tiwi” is also identified as brother of Francisco “Dondon” Daque, an alleged hired killer believed to be responsible in the Naburos incident were group of arm men harassed and threatened local setllers.
“We are still looking on his partcipation but initially kasi ang kanyang kapatid we believe is been involved in the Naburos incident. According to our informants yung bahay niya ang nilalagyan ng mga baril but we are still looking unto it and investigation is still on going,” he explained.
According to SSupt Quenery the successful operation showed that the Philippine National Police is serious in their campaigns against arm groups especially during this election period.
PNP had already filed cases of illegal possessin of firearms, explosives and violation of COMELEC Election Omnibus Code.

Misocc 20% dev't fund approves
Misamis Occidental's 20% development fund amounting P 101, 600, 000 now ready to be implemented in different programs and projectsin the province after Sanguniang Panlalawigan members in thier first regular session of the year last January 8 has jointly and unanimously approved the request of Governor Leo Ocampos for a resolution in order to disburse the fund.
Ocampos' economic, cultural and social development programs share the biggest appropriation comprising more than 50% amounting P 51,000,000. Included in the programs are; "Kakugi ko, kalamboan ko, responsibilidad ko," productivity consciousness drive of Ocampos administration;water system projects and other infrastructure programs; scholarship and peace and order programs.Provincial lawmakers share P 10,400,000 for thier provincewide development program. Around P 8 million is also intended for health insurance for Philhealth beneficiaries of the province. Ocampos earlier announced that his administration aim to double its enrollees to Philhealth by having a 50-50 share between the province and beneficiary.
Ten million is also allocated for loan repayment in Land Bank of the Philippines and Development Bank of the Philippines.
Since the province is beneficiary ofdifferent foreign funded aids like AUSAIDS, USAIDS and EC grants, P 7,000,000 is intended for cash counterpart. For the maintenance and rehabilitation of provincial roads Ocampos provides P 5,000,000.
While the province's economic enterprise are still in the process of transforming itself into dependent on its operations not relying from the province's budget, Misamis Occidental Aquamarine Park shares P 3 M while Misamis Occidental Enterprise Development and Reasearh Center and Misamis Occidental Drug Treatment and Rehabilitation Center got P 1 M each.
As promised by Ocampos during its launching program program, Misamis Occidental Children's Welfare Code has an initial budget of P 3 M.
Remaining funds are budgeted for Gender and Development Center and Traffic Safety Management Program worth P 500,000 each; P 300,000 for the development of Hoyohoy Highland Park; P 200,000 for Women organization activities and P 100,000 each for Senior Citizen Assistance, Provincial Councilor's League, Federated Association of Barangay Council and Federated Sanguniang Kabataan activities and projects.
